- The Citizens at Risk (C.A.R.) program is designed to allow residents who may be at a greater risk of becoming confused, lost, disoriented, or missing to be registered with the Oswego Police prior to an emergency. Senior Utility Discounts
The Village of Oswego offers multiple discounts on utility bills for residents 65 and older. Other requirements may apply. If you have questions, contact the Village of Oswego's Finance Department at 630-554-3618.
Water and Sewer Discount
Get a 50% discount on the usage portion of your water and sewer bill. You must first be approved for the Kendall County Senior Citizen Tax Assessment Freeze Homestead Exemption. To qualify for the tax freeze, you must be 65 or older, meet the residency requirements, and have a maximum annual gross total household income of $65,000 or less.

Step 1 – Apply for the Kendall County Senior Citizen Assessment Freeze Homestead Exemption by calling the County Assessors Office at 630-553-4146. More information on the reverse.

Step 2 – Bring a copy of your most current tax bill and/or a copy of your approved Kendall County Senior Citizen Assessment Freeze Homestead Exemption to Oswego Village Hall, 100 Parkers Mill, Oswego, during regular business hours.
Garbage Service Discount
Save 20% on the regular monthly refuse service rate. You must be an Oswego resident, age 65 or older, and visit Village Hall to show legal proof of age with a driver’s license or birth certificate.

Utility Tax Credit
Get a $6.00 credit per Village utility bill. Residents must be 65 years or older and provide legal proof of age, such as a copy of a driver’s license or birth certificate.

You can apply at the same time as the garbage service discount by coming into Village Hall, 100 Parkers Mill, during regular business hours, 8 a.m. to 5 p.m., Monday through Friday.
