Wolfs Crossing
The Village of Oswego has been planning for the expansion of Wolfs Crossing to a modern, four-lane road designed to serve as a new gateway to our community and to accommodate current and future growth. The design and development of the road incorporated input from the community to ensure it will meet the needs of all who use it.
August 8, 2024
Work continues on the Village’s Wolfs Crossing improvement project.
The first segment, a roundabout at Wolfs Crossing and Harvey Road, is substantially complete.
Engineering plans are underway for the second segment, including a roundabout, at Wolfs Crossing and Douglas Road. The
project will go to bid this fall and construction is expected to begin in spring 2025.
The third segment is located at Wolfs Crossing and the Roth Road/Oswego East High School entrance. The Sonoma Trails
developer DR Horton will fund a majority of the construction costs for this segment. The Village has started engineering and
property acquisition and anticipates construction starting as early as 2026.
The Village is lobbying our elected leaders in Springfield for the state to fund the fourth segment which includes intersection
improvements at Wolfs Crossing and US Route 30.
The Village continues to seek federal and state funding to supplement developer contributions and local funding to finish all
the remaining segments.

June 21, 2024
Ahead of schedule, Wolfs Crossing at Harvey Road is now open to all traffic. Thank you for your patience while the contractor completed work on the roundabout, sidewalks and bike path. The area remains an active construction zone while the contractor places the finishing touches on the project. There may be daytime lane closures as the work is finalized.
June 6, 2024
The contractor for Sonoma Trails will use the current closure of Wolfs Crossing to install utility pipes near the area of Fifth Street and Wolfs Crossing. Wolfs Crossing will be closed to all traffic between Fifth Street and Roth Road between the hours of 6 a.m. and 5 p.m. on Friday, June 7 and Saturday, June 8 while the pipes are installed. Note: The intersection of Roth and Wolfs Crossing will remain open to access Oswego East High School.
Access to Oswego East High School going west on Wolfs Crossing will be available via one of two routes:
- Wolfs Crossing to south on Douglas Road, to east on Woolley Road, to north on Roth Road, to east on Wolfs Crossing, to the south entrance of OEHS.
- Wolfs Crossing to north on Fifth Street, east on Yoakum Boulevard, to north on Ogden Falls Boulevard, to east on Treasure Drive, to south of Harvey Road, to the east entrance of OEHS.

May 22, 2024
The roundabout at Wolfs Crossing and Harvey Road will be closed to all traffic starting Tuesday, May 28 through the end of June to finish the first segment of the Wolfs Crossing improvement project. During the closure, the contractor will complete the final surface layer, permanent pavement markings, bike path and sidewalk, landscaping and other punch list items.
Wolfs Crossing will be open to local traffic between Devoe Drive and US 30, east of Harvey Road. Follow the posted detour and use caution in the construction zone.

May 2, 2024: Final touches on Harvey roundabout; Douglas next
The first segment of the multi-year Wolfs Crossing road improvement project at Harvey reopened to traffic in December 2023. Wolfs Crossing has been widened to four lanes from the entrance to Oswego East High School to east of Devoe Drive. As part of the segment, Oswego’s first roundabout was constructed at the intersection of Wolfs Crossing and Harvey Road. A new water main from Fifth Street to Devoe Drive was also built to improve water pressure on the east side of the Village. In the next few months, the final pavement course will be completed along with additional landscaping, sidewalks and a multi-use path. After school gets out for the summer, there will be intermittent closures of the Harvey roundabout to finish the pavement and markings. Up next is the Wolfs Crossing and Douglas Road segment. Plans are in the works for the road to be widened in this area, along with the construction of another roundabout. Currently in the design phase, the Douglas project will go to bid in late 2024 and construction is expected to begin in 2025.

December 19, 2023 Update: REOPENING DEC 29
The Village of Oswego has confirmed that Wolfs Crossing from Harvey Road to Devoe Drive will reopen to traffic on December 29 at noon. The is the first segment of a multi-year plan to improve Wolfs Crossing by expanding the roadway to a modern, four-lane road to help ease traffic congestion, improve safety and accommodate current and future growth.
This segment includes widening Wolfs Crossing to four lanes from Harvey Road to Devoe Drive and replacing the four-way stop-controlled intersection at Wolfs Crossing and Harvey Road with Oswego’s first roundabout. Landscaping, sidewalks and a bicycle path will be added to the area. Earlier in the project a new watermain was installed from Fifth Street to Devoe Drive to improve water pressure on the east side of the Village.

There will be a ribbon cutting ceremony at 10 a.m. on Friday, December 29 at the new roundabout located and Wolfs Crossing and Harvey Road.

December 7, 2023 Update:
Due to utility delays, the Village's Wolfs Crossing improvement project at Harvey Road is now expected to reopen to traffic by the end of December. We are working with the contractors, Illinois Department of Transportation and ComEd to open the road as soon as possible.
November 9, 2023 Update:
Significant progress continues to be made on the first segment of the Village’s Wolf Crossing project at Harvey Road. To improve safety and ease traffic congestion, Wolfs Crossing is being widened to a four-lane road and a roundabout is being constructed at Harvey Road.
Our contractors are working hard to open the road as soon as possible. The Village expects the work to be completed by the end of November. However, due to utility delays, there is a possibility that the road may not reopen until early December. Landscaping, restoration and the final pavement surface course will be completed in the spring.
September 7, 2023 Update:
Construction work continues on the Wolfs Crossing and Harvey improvements. Last week new water main was installed at the corner of Fifth Street and Wolfs Crossing to connect to the water main at Harvey. The new water main will help improve water pressure on the east side of the Village.
August 11, 2023 Update:
The intersection of Wolfs Crossing at Devoe Drive going east is now open to traffic. Wolfs Crossing west of Devoe Drive will remain closed until the Wolfs Crossing and Harvey section is reopened to traffic.
August 8, 2023 Update:
The intersection of Wolfs Crossing at Devoe Drive is scheduled to reopen to traffic by August 12. Wolfs Crossing west of Devoe Drive will remain closed until the Wolfs Crossing and Harvey section is reopened to traffic.
The roundabout at Harvey Road is scheduled to open to traffic by the end of 2023.The opening of Harvey Road at Wolfs Crossing is contingent upon ComEd relocating power lines for construction to progress. If the lines are moved according to schedule, the Village anticipates the roads will reopen by the end of December. However, as with any construction project there may be delays. The Village is working closely with the contractor to keep the project on schedule. Landscaping and other improvements along Wolfs Crossing will take place in spring 2024.
Ahead of the 2023-2024 school year, Oswego East High School (OEHS) has decided to close its on-campus roads between Harvey Road entrance and Wolfs Crossing for the safety of students and staff, as well as preventing outside traffic from using the school as a detour. Open House
The Village will host an open house on the Wolfs Crossing and Harvey construction project on Wednesday, August 9 from 5 to 7 p.m. Oswego Village President Ryan Kauffman, board members and Village staff will be available to provide an update and answer questions. The open house will take place near the intersection of Devoe Drive and Chapin Way, just north of Wolfs Crossing in the Prescott Mill subdivision.
May 24, 2023 Update:
Work continues on the first segment of the Village of Oswego’s Wolfs Crossing improvement project to create a modern, four-lane road to help ease traffic congestion, improve safety and accommodate current and future growth.
The intersection of Harvey Road and Wolfs Crossing will be closed effective May 31 through late November. The current four-way stop-controlled intersection will be replaced by a modern roundabout. The project was planned in stages to permit the Harvey Road intersection to remain open through the remainder of the school year. Detours will be placed along the route. The project has been underway since early April on Wolfs Crossing from Harvey Road to east of Devoe Drive. The Village’s contractor has been stripping topsoil, preparing subgrade, installing storm sewers, catch basins, inlets, box culverts, as well as constructing a detention basin. Due to an unanticipated gas main conflict, Wolfs Crossing east of Devoe Drive will remain closed until the utility work and road construction is completed for this section.
Spring 2023:
Segment 1
Wolfs Crossing at Harvey Road
The first project to be constructed will be along Wolfs Crossing from 0.13 miles west of Harvey Road to 0.15 miles east of Devoe Drive. The work includes constructing a roundabout at the intersection of Wolfs Crossing and Harvey Road. Construction will begin on April 3.
The first segment of the project is Wolfs Crossing and Harvey Road. This intersection was planned first because of its proximity to Oswego East High School, the need to improve bus access and its current traffic volume.
Nearly half of the $10.2 million project cost comes from federal and state grant funds. The Village did not increase or impose any new taxes or incur any additional debt to fund the project. Developer impact fees will fund a portion of the project.
Wolfs Crossing will be widened to four lanes from east of the entrance to Oswego East High School to east of Devoe Drive and the four-way stop-controlled intersection of Wolfs Crossing and Harvey Road will be replaced by a modern roundabout.
Due to the project’s proximity to Oswego East High School, the Village is requiring road closures to work around the school calendar to help minimize the impact on traffic:
- Closure of Wolfs Crossing between Harvey Road and Route 30 for work at the intersection of Devoe Drive/Wolfs Crossing begins April 3. (See detour below.)
- Continued closures around Wolfs Crossing and Harvey after the school year ends in late May.
- More details about road closures will be announced as they become available.
- Project completion by the end of November 2023.
The Village has been planning for the widening of Wolfs Crossing for many years. The Wolf Corridor Advisory Team studied current and projected traffic demands, evaluated road improvement scenarios and sought public input. The advisory team recommended the roundabout design as the most effective and safest way to manage traffic through the corridor. The project also includes bike and pedestrian improvements, as well as construction of a new water main from Fifth Street to Devoe Drive to improve water pressure on the east side of the Village.

Future Segments
The Village of Oswego’s portion of Wolfs Crossing spans from east of Route 30 to its junction at Routes 34 and 71, approximately 4.5 miles. The project will be completed in segments to maximize the use of available state and federal funds to support the project. The second segment of the project will be improvements at Wolfs Crossing and Douglas Road, the design for which is currently under way.
