Cricket Stadium
Breybourne Cricket Stadium Information
Who:
Paresh Patel, Chakra360 LLC – project developer. Note: This development will be funded with private funds. The Village is not funding the project.
What:
On November 7, 2023, the Village Board approved the Special Use Permit and Planned Unit Development to allow for a cricket pitch, stadium, restaurant and hotel referred to as the Breybourne Cricket Stadium. The vote approved a special use permit and the final PUD for first phase of the project.
Where:
Approximately 34 acres (currently zoned M-1, general industrial) on the northwest corner of Orchard Road and Tuscany Trail.
How:
The Village Board’s approval includes a Special Use Permit to allow for an outdoor cricket stadium with a restaurant and a hotel; Preliminary PUD for Phases II, III, IV, Future Phase, restaurant and hotel; and Final PUD for Phase I. Each subsequent phase, the restaurant, and hotel will be required to return for staff review, as well as to PZC and Village Board for review and approval. See below for additional requirements for each phase.
On September 7, 2023, the Planning and Zoning Commission reviewed the cricket stadium request with a Public Hearing and recommended the petitioner consider relocating the stadium to the northeast corner of the site and a fence or wall along the west property line. The PZC voted to forward a positive recommendation to the Village Board. In response to the PZC recommendations, the applicant has agreed to a fence along the west property line. The applicant has indicated that relocating the stadium is cost prohibitive; it would involve disturbing wetlands while disrupting the natural flow of water on site.
When:
Phase I is expected to begin in spring 2024 with the construction of the cricket pitch and field, as well as the installation of underground drain tiles.

What is Cricket? Cricket is the second most watched sport the world behind soccer (football). It is played with two teams of 11 players. It is becoming more popular in the United States with area park districts adding cricket fields. The IHSA is investigating including cricket as a sanctioned high school sport. USA Cricket, the sanctioning body for major league cricket, has identified the Chicago region as a Midwest hub for expansion and establishing a new professional league franchise.
Why is the Village planning on doing this? The Village is not developing this project. Chakra360 LLC is the private developer that will financing and building the cricket stadium.
Who is behind the proposal? A local resident, Paresh Patel, established Chakra360 LLC, also known as the Breybourne Cricket Club, to establish a cricket club. The goal is to establish a stadium for the club.
What is the approved project? Chakra360 LLC has received approval for a Special Use Permit to allow for an outdoor cricket stadium with a restaurant and a hotel; Preliminary PUD for Phases II, III, IV, Future Phase, restaurant and hotel; and Final PUD for Phase I. Each subsequent phase, the restaurant, and hotel will be required to return for staff review, as well as to PZC and Village Board for review and approval.
It's in a residential area. How does that happen? The property is currently zoned M-1 Light Manufacturing District, which is the Village’s heaviest industrial zoning designation. Uses that are currently allowed on the property include manufacturing facilities, automotive repair and body shops, gravel yards and concrete plants, medical labs, metal stamping, storage facilities, textiles, truck storage yards and parks. Chakra360 has received a Special Use permit to allow for the retail/hotel/restaurant uses for the site.
What are the hours of operation for the stadium? See the Village Board agenda for details on the revised hours of operations for the stadium.
Will the field be lighted? Chakra360 has provided initial lighting plans and will need to bring an updated stadium lighting plan for staff to review and the PCZ and Village Board to approve before the future phase. Currently the plans indicate that there will be four light poles around the perimeter of the site to provide supplemental light to allow for games to occur after sunset. The light poles will be 140 feet high. The lighting levels for the Phase 1 meet the Code requirements of 0.2 footcandles at the property line. Lights will be reevaluated at each phase. can be relocated to within the stadium upon completion of Phase VI.
How many people will attend these games? The proposal calls for three categories of games to be played. Local games will attract 100-200 attendees, franchise Cricket will attract 5,000+ attendees, and national Cricket and international Cricket would attract between 10,000 to 25,000 attendees.
When will this project start construction? Construction of the cricket pitch and field, as well as underground tile installation is scheduled to begin in spring 2024.
Where will visitors park? The plan calls for the creation of 1,200 parking spaces on site. Using a parking ratio for the Kane County Cougars stadium of 1 parking space for every 5 visitors, 1,200 parking spaces could accommodate up to 6,000 visitors. The petitioner has engaged consultants who specialize in stadiums to provide guidance for parking and transportation needs for the project. The consultants have proposed a multi-phase approach including offsite shuttles, remote parking and engaging traffic management companies.
What about traffic concerns? Main access to the site will occur on the south side of the site along Tuscany Trail. The intersection of Tuscany and Orchard Road is planned to be improved with a traffic signal and turn lanes in the near future. The future phases provide for a second full access point on the north end of the site and a right-in/right-out near the midpoint of the site. All traffic will be funneled to Orchard Road, which is a significant county road. Staff will work with the petitioner through the review process to establish requirements to accommodate traffic demand.

At the November 7 Village Board meeting, the Board will consider the Breybourne Cricket Stadium proposal. The Planning and Zoning Commission (PZC) has recommended final Planned Unit Development (PUD) approval of phase 1 of the project—the cricket field of play and drainage tiles. The PZC also recommended preliminary PUD approval for the stadium, restaurant and hotel, but subject to several conditions including requiring each phase to return to the PZC for review and Village Board for approval.

At its September 7 meeting the Village’s Planning and Zoning Commission (PZC) recommended approval of the Breybourne Cricket Stadium proposal, subject to several conditions. The recommended approval includes a Final Planned Unit Development (PUD) for Phase I for the cricket field and underground utilities, and a Preliminary PUD for the remaining phases. Prior to the approval of any future phases, additional traffic and parking studies and a sound analysis will be required. The PZC has recommended that the petitioner install a fence or sound wall along the west property line and consider relocating the stadium to the east or northeast on the site. The cricket stadium is not on the September 19 Committee of the Whole or Village Board meeting agendas.
September 7, 2023
The Village has received questions and feedback about the proposed cricket stadium located at Orchard Road and Tuscany Trail. The project is in the preliminary stages, and the Village Board has not taken any action on this proposal.
The first step is the presentation of the proposed project and request for a special use permit at the Village’s Planning and Zoning Commission (PZC) at 7 p.m. on September 7 at Village Hall. Everyone is invited to attend, and comments are welcome during the public hearing on the agenda item. The meeting will be livestreamed and a recording will be available after the meeting. The PZC’s role is to review the project, request additional information or recommend certain conditions for the project, and make a recommendation to the Village Board. Those who are not able to attend may email comments to PZC.
