- The Citizens at Risk (C.A.R.) program is designed to allow residents who may be at a greater risk of becoming confused, lost, disoriented, or missing to be registered with the Oswego Police prior to an emergency. Video Gaming
No license shall be issued unless the applicant holds a valid class A-1, A-2, A-3, B-2, C, D, E, F-2, G, or N-2 retail liquor license.
Classification Types:
A-1: Tavern or Bar with no food
A-2: Restaurant (no food revenue requirement)
A-3: Video Gaming Cafe
B-2: Gas Station/Convenience Store
C: Restaurant (50% food revenue requirement)
D: Beer and Wine only for on-premises consumption
E: Fraternal Society/Private Club
F-2: Gas Station/Convenience Store beer and wine only
G: Golf Course
N-2: Winery/Brewery/Brewpub Retailer

There shall be no more than fifteen (15) Class A-3 gaming licenses. Effective February 6, 2024, all new Class A-3 gaming licenses must be a minimum of one (1) mile from all other Class A-3 gaming license holders.
There shall be no more than eleven (11 ) Class B-2 or F-2 gaming licenses. Effective February 6, 2024, all new Class B-2 or F-2 gaming license must be a minimum of one (1) mile from all other B-2 or F-2 gaming license holders.
Ancillary and Not-For-Profit businesses must be in business for a minimum of one (1) year before they can apply for a gaming license with the Village of Oswego.
Convenience stores, liquor stores, and tobacco stores are prohibited from applying for a gaming license in the Village of Oswego.
