- The Citizens at Risk (C.A.R.) program is designed to allow residents who may be at a greater risk of becoming confused, lost, disoriented, or missing to be registered with the Oswego Police prior to an emergency. The Oswego Area Chamber of Commerce is hosting the State of the Village with Village President Ryan Kauffman on Thursday, February 29 at Classic Cinemas Kendall 11, 95 Fifth Street in Oswego. Village President Ryan Kauffman will begin the presentation at 4:30 p.m. To attend, register in advance through the Chamber. Register HERE.
