- The Citizens at Risk (C.A.R.) program is designed to allow residents who may be at a greater risk of becoming confused, lost, disoriented, or missing to be registered with the Oswego Police prior to an emergency. Missing / Runaway Children & Missing Adults
Call if your loved one is missing: Do not wait! Call the Oswego Police Department 9–1–1 dispatcher to make a report as soon as possible. A person is considered “missing” when his or her whereabouts are unknown and unexplained for a period of time that is considered unusual or suspicious in relation to that person’s normal behavior patterns or routines.

National Center for Missing and Exploited Children

The National Center for Missing & Exploited Children® is a non-profit 501(c)(3) corporation whose mission is to help find missing children, reduce child sexual exploitation, and prevent child victimization. Since 1984, NCMEC has served as the national clearinghouse and resource center for families, victims, private organizations, law enforcement and the public on issues relating to missing and sexually exploited children. The NCMEC operates a 24-hour toll free telephone line by which individuals may report information regarding the location of any missing child, and request information pertaining to procedures necessary to reunite such child with such child’s legal custodian; and coordinate the operation of such telephone line with the operation of the national communications system referred to in part C of the Runaway and Homeless Youth Act.

National Missing and Unidentified Persons System (NamUs)
The National Institute of Justice's National Missing and Unidentified Persons System (NamUs) is a national centralized repository and resource center for missing persons and unidentified decedent records. NamUs is a free online system that can be searched by medical examiners, coroners, law enforcement officials and the general public from all over the country in hopes of resolving these cases.
