The 2022 Annual Report is provided as a summary of the accomplishments as well as details of the operation of the Oswego Police Department. This report is a culmination of efforts of the 73 men and women, full and part- time, sworn, and non-sworn members of the Department.

The Oswego Police Department continued to navigate challenging staffing issues during 2022. We had another year of significant retirements. The department had seven retirements (six sworn & one non-sworn). We hired three officers from the lateral transfer eligibility list and four newly hired recruit officers were sent to the police academy to earn their law enforcement certification. We also hired two new full-time Records Clerks and three part-time Community Service Officers.

We continued to see great support from our volunteer groups - the Citizens Police Academy Alumni Association (CPAAA) and the Explorers Post 3525. We rely heavily on the CPAAA and the Explorer Post 3525 to provide quality volunteer service to our community.

The Department continued our commitment toward training our members and logged 8,416 hours of training. This was an increase of approximately 400 hours from 2021, which is partially due to the new mandates required by the SAFE-T Act legislation.

As a department goal in 2022, we focused extra effort on traffic safety and made 10,486 traffic stops, a 40% increase from last year. We also continued our Traffic Unit’s saturation patrols and SMART Trailer deployments with safety message reminders to drivers. The Department continued to enhance our efforts in assisting those with mental illness utilizing our Crisis Intervention Team. The Department handled approximately 282 calls for service pertaining to mental health in 2022. The Crisis Intervention Team was able to provide follow-up assistance on over 191 of those incidents and made five referrals to the Kendall County Health Department.

The Department researched and implemented a Body Worn Camera (BWC) program in 2022. We implemented this program, and the Village was able to cover the costs incurred, two years ahead of the State of Illinois mandate for BWC deployment which is January 1, 2025. This project was initiated to advance our desire for organizational transparency.

2022 was a great year for the Oswego Police Department. We are fortunate to have the continued support from the residents, business owners and elected officials of the Village of Oswego. The members of this organization are committed to success in the face of adversity, and I thank the women and men of the Oswego Police Department for providing their service at such a high level.
