Solicitor Registration
Solicitor permits are required in the Village of Oswego for every person or entity desiring to engage in peddling, soliciting or itinerant merchandising for commercial gain within the village. You are required to make written application for a license unless otherwise exempted (prior invitation; newspaper, book and periodical vendor; farmer, fruit and vine grower and gardener; nonprofit organization; first amendment activities). Applications must be returned to the Oswego Police Department.
Solicitor Permits are $50/month or $100/year and cover up to five people, with an extra $5/per person thereafter. Each person must be fingerprinted. Fees are:
$34.25/person (resident)*
$74.25/person (non-resident)**
The soliciting hours are:
Monday–Friday 9:00 AM – 7:00 PM
Saturday 9:00 AM – 5:00 PM
NO SOLICITING allowed on Sundays or State/National Holidays.
There is no soliciting allowed if an owner/resident has a sign indicating NO SOLICITORS or soliciting only during certain hours.
No person shall stand on a highway within the village for the purpose of soliciting contributions or selling anything to occupants of any vehicle.
All solicitors must keep their solicitor permit on their person to be displayed upon request of any police officer or resident whose premises he/she seeks to enter.

We ask that if you have more than 3 people applying for a solicitor permit that you call us at 630-551-7300 to schedule an appointment for the fingerprints to be completed.
